Sylvia Mwamba is the Associate Director-Economics and Development at Southern African Institute for Policy and Research (SAIPAR) in Zambia. Prior to joining SAIPAR, she worked as an Assistant Professor of Economics at Black Hills State University in the United States. Sylvia holds a Ph.D. in Economics from the University of Nebraska-Lincoln (United States), an MA in Economics from the University of Malawi (Chancellor College, Malawi), and a BA (Economics major) from the University of Zambia. Her research interests include Public Sector Economics, Development Economics, and International Trade.

For the past fourteen (14) years, Sylvia has worked as a university professor, lecturer, researcher, trainer, student advisor, and consultant. She is a seasoned academic with vast research experience in Zambia and the Southern African region. Some of her consultancy clients include the Government of the Republic of Zambia (Ministry of Health; Ministry of Infrastructure, Housing, and Urban Development), National Economic Advisory Council, Bank of Zambia, and Centre for Global Development (CGD), the Swedish International Development Agency (SIDA), World Bank, UNICEF, and Clinton Foundation, among others. In addition, Sylvia has extensive research experience in the Economics of Taxation, as demonstrated by her Ph.D. dissertation that focused on strategic responses to changes in tax policy. She has also authored and published several papers in Public Sector Economics, Tax Policy, Labor Economics, and Development Economics. Her current research projects focus on tax policy, tax revenue mobilization, urbanization, immigration, trade, and unemployment.
